هل الجامعات مكسب وطني أم محلي؟
وجود جامعة بإحدى المدن يجعل الوطن كله في تلك المدينة أو هو يقتطع جزءا من أرض الوطن ويجعلها في تلك المدينة. في مثل هذه الجامعة، يكون الطلبة من كل المدن وليس من المدينة التي بها الجامعة. منذ سنوات، وزارة (أمانة) التعليم العالي كانت تجعل كل جامعة محتكرة للمدينة التي بها، فيُمنع قبول طلاب من خارج المدينة (مثل جامعة طرابلس!!) أو الإقليم (مثل جامعة المرقب)!
في الجامعة، فرصة وطنية كبيرة، حيث يكون الطلاب من أنحاء شتى يتعارفون ويتبادلون الأفكار والخبرات، وينصهرون في بوثقة الوطن.
الجامعات المحلية، تجعل الطالب قليل الخبرة، من الناحية الاجتماعية، فليس هناك ما يضيفه فكل الذين يقابلهم هم من نفس المدرسة التي درس بها أو من نفس المنطقة وهم جميعا ينتمون إلى نفس الثقافة.
بالرغم مما يبدو من إيجابيات في النشر الأفقي للتعليم الجامعي، والذي كان من ضمن أسبابه، البعد الأمني في سياسات نظام القذافي، إلا أنه أفقد الوطن والمواطن كثيرا من المزايا والإيجابيات.
الجامعات يجب أن تتسع عموديا بفتح أقسام متعددة للدراسات الحديثة المختلفة الني لم تكن موجودة بها قبل 30 عاما، والجامعات الوطنية في حال كون عددها قليلا، لديها فرصة أعظم في توفير احتياجاتها من عناصر التدريس سواء من الداخل أم من الخارج. وهي أيضا يمكنها أن تفتتح مثل هذه الأقسام بسبب وفرة عدد الطلاب الذين يمكنهم أن يلتحقوا بتلك الدراسات. أما في الجامعات المحلية فذلك لا يمكن، بسبب ضعف الإمكانات المادية والعلمية وقلة عدد الطلاب الذي يمكن أن يلتحقوا.
الجامعة مؤسسة وطنية، الولاء لدى طلابها للوطن، وبالتالي فإن خريجيها يمكن أن يحصلوا على فرص للعمل في كل أرجاء البلاد وليس في مدنهم أو أقاليمهم فقط.
جامعات اليوم، تعاني، من عدم وفرة الإمكانات المادية والعلمية، فميزانياتها تضيع دون إضافات تذكر. مكتباتها مهملة، شبكاتها الإلكترونية منعدمة، معاملها مهترئة، قاعاتها الدراسية لا تكفي أو لا تليق بالمستوى الجامعي، ... إلخ.
لو انتقلنا إلى مستوى الجامعات الوطنية، إذ يكون عددها بسيطا، في حدود 3-5 في بلد كليبيا، سيكون من المأمول أن تكون هذه الجامعات في مستوى أرقى وأفضل من كل الوجوه.
قبل ذلك، علينا أن نتخلص من فكرة أن هذه الجامعة أو تلك في مدينتي أو في مدينتك، فكله سيان، فهي دائما في الوطن، الممتد ليحتضن الجميع.

الرباط (CNN)-- أطلق باحثون شباب موقعًا غير ربحي لـ"إعادة إنعاش البحث العلمي في العالم العربي"، ويتعلق الأمر بمنصة أريد لدعم الباحثين العرب، تتيح لهم "توثيق مسيراتهم بطريقة مميزة تجمع البساطة والدقة في موقع إلكتروني واحد يسهل عملية البحث والأرشفة".
ووفق بلاغ من فريق عمل هذه المنصة، فقد استطاعت أن تستقطب في مدة وجيزة منذ إطلاقها نهاية أبريل/نيسان الماضي حوالي 2500 باحث عربي أو ناطق بالعربية من جلّ أنحاء العالم، كما وصلت عدد الأبحاث المنشورة في الموقع إلى أكثر من 400 بحثًا متكاملًا.
وترى المنصة أن المعرفة أضحت المحرك الرئيسي لنمو الاقتصاد حول العالم، ولذلك بدأت العديد من المنظمات والمؤسسات تركز في نشاطاتها على دعم الطلبة والباحثين العرب، وتشجيعهم على استخدام عقولهم أكثر من أياديهم، في ظل تطور ملحوظ في البلدان العربية من حيث المبادرات التعليمية التي تطلق سنويًا.
وحسب أصحاب الموقع، يبقى التسجيل في المنصة مجانيًا بالكامل، وتعمل المنصة بالمنطق نفسه الذي يعمل به موقع ORCID العالمي، أي منح الباحث رقمًا تعريفيًا خاصًا بها ينظم تواجده الافتراضي في منصة يعمل بها حوالي 80 خبيرًا بين المبرمجين والمطوّرين والمصممين.
وتحتل ماليزيا، مصر، الجزائر، العراق، والسعودية، قائمة الدول من حيث أعداد المسجلين في الموقع، من أصل 52 دولة، إضافة إلى 4500 جامعة حول العالم.

Teaching English as a Foreign Language in Libya
Abstract -
Teaching of English in Libya goes back to 1940s after the end of the World War II under the British administration in the northern part of Libya. On 19.02.1968, the Minister of Education made a decision to form a committee for revising the Libyan educational system. It aimed at making English the language of instruction of scientific courses in the secondary school and university. The first English language series used in Libya was Basic Way to English by KC Ogden. In the 1960's, a new English language programme and textbooks were needed to change and improve the whole process of teaching that foreign language in Libya. The series, written by Mustafa Gusbi, was entitled: English for Libya. For the secondary stage, Gusbi, in combination with another writer Roland John, had another series entitled Further English for Libya in which they adopted the English culture as a vehicle for teaching the English language. In the school year 1998/1999 a new series of English for Libya, published by Garnet Education was in use in both preparatory and secondary stages. After the air-raid against the Gaddafi regime led by the United States of America and the United Kingdom in mid of April 1986, and as a consequence, the Minister of Education made the decision No. 195/1986 to stop teaching foreign languages in Libya. The decision badly affected the future of education in Libya. English language teaching was resumed again in the Libyan educational system in the year 1993/1994. In 2005/2006 a new English text-book was introduced to 3rd primary class. English was taught in the 3rd class for only one year. It was stopped but introduced to 5th and 6th classes in the year 2006/2007. Historically, there was some kind of training led by the universities and with the cooperation of the UNESCO. Teachers were regularly sent abroad for training. Since stopping the teaching of English in 1986, many problems are encountering the process:
- shortage of qualified teachers,
- shortage of teaching aids for the language,
- no language laboratories at schools, and
- absence of programmed language training for the teachers,
- absence of computer training that makes the teachers able to use the computer and Internet in the language laboratories.
The researcher recommends that it is necessary to establish language training centres in different cities with the cooperation of some British or American universities and the British Council. The Ministry of Education has to revise its plans for teaching foreign languages, of which English comes at the top. Practical solutions for such problem should be made in order to reform the whole process of teaching English as a foreign language in Libya.
